SNAP benefits missed during a government shutdown will be paid retroactively once the government reopens and funding is restored. This applies to individuals who were already eligible for or receiving benefits before the shutdown.
While November benefits will be paused if the current federal government shutdown continues past October 31, recipients are still entitled to those payments, which will be issued once funding resumes.
So I guess that they can put back the stuff they stole after they get the back paid benefits.
