Iām not sure there are permanently shadowed craters on the moon. Maybe near the poles? But yeah super cold there for sure- if they can set up some sort of solar power system that can handle that type of environment (and produce enough power) - payloads of batteries would be super heavy - interesting idea though!
The moon has a very slight axial tilt in its motion around Earth, less that 1.5 degrees, so yes, there ARE permanently shadowed locations on the moon, especially near the poles
