I don't think he would have "Liddle" Marco Rubio in his cabinet if that were the case.

I am just guessing, but he might be alluding to the fact that these are not duly installed Senators/Congressman because of not taking the oath. Might tie in with the US Corp theory, but I dont want to go there.
