You have 0 information about what actual 30-06 round was used, and therefore can't make implicit declarations like "Necks can't stop 30-06!"
All we know is that it is FMJ ammo, and nothing else.
Could be a subsonic reload, could be M2 ball which is notorious for low velocity retention at range, could be a faulty round, could have keyholed and lost more energy than would be expected. Given we have a sample size of 1 shot fired, any declarations beyond the basic descriptive are going to be bunk.
Nobody can confirm anything about the ballistics without knowing specific details about the actual round used, like- The powder load, gun barrel dimensions, bullet. core/jacket composition, etc.
Simply saying: "ah, ha! 3006 caliber always does X,Y,Z damage, therefore the FIB must be lying again" ignores factual ballistics details that are not publicly known. I am not one to assume that the punk was using a normal 3006. After all, we do know that the rifle used was a non-standard type. Based on the facts we do know, it is logical to consider that the bullet used may [very likely] also be a non-standard type.
My personal theory about why that 3006 round did not do the kind of damage typically associated with a 3006, is based on the idea that the punk kid who killed him (using grandfathers modified gun) was probably using some kind of modified ammo, in addition to a modified gun and, was likely some type of target practice round.
