They're European country, not member of European Union. Turkey has tried for decades to join and Germany has been one of the strongest supporters of their membership but many countries oppose Turkey's membership. In fact, I wonder why Turkey allowed Finland join NATO since Finland has been opposing Turkey's EU membership?
