Compulsory military service is what they need. Just like south Korea. 2 years of service for EVERYONE male and female. It will help build strong character and a sense of nationalism.
That's some hippidippy talk. The country needs their service, and kids need to understand what it means to contribute to society. Even if they never do anything civic again, they will have done a great service - whether in military, conservation corps, etc. I actually think it's a good thing... with one caveat: they should not be sending their young to any 'meat grinder' and the front line of any possible war scenario would be the enlisted men first and foremost as the trained professional soldiers - the youth would be used for support operations and other useful training or manual labor tasks.
For me it has always been the difference between freedom and being "compelled" by the state. Once you are compelled to serve, you do as you are told or end up in the brig. trained professional or youth. They all go to the meat grinder when the state forces them into it.
You have a completely false impression of the situation here. We do have more and more civil servants, but they are getting less and less organized. The structures required for registering, examining, and conscripting those selected do not exist. There are not enough barracks. There is not enough equipment.
It would have to be procured:
definition of requirements, identification of potential suppliers, implementation of a Europe-wide tender process, at a minimum...
Our equipment was scrapped by the Russians in a country further east. We have no way of expanding existing production capacities because we lack skilled workers and/or robots. Not to mention the necessary raw materials, which we would probably have to buy in Russia or China :-)).
And then there are our potential fighters! The first German generations who demand that their parents leave them the means to live an effortless and carefree life. Who can no longer read, write, and do arithmetic sufficiently.
If they could do the fighting by swiping around in the appropriate app on their smartphones, things might look different.
