Nope. Because the converse will also be true. Do you think that a ccp owned European company operating here should be able to flout US law while claiming to be in accord with their home country's laws?
US companies operating overseas do have to obey relevant US laws and the laws of the country they are operating in. This is, of course, very locally subjective. An example of this is that US companies and their representatives operating abroad cannot engage in bribery contrary to US law no matter the local culture.
It's not a very well thought out idea. The potential for unintended consequences is massive not to mention possible liabilities.
