If you look at their retarded budgeting, it was basically all the civilized, productive, central soviet regions giving massive subsidies to all the different shitlandiistans that were part of their failed state. That can't work when the overwhelming response is "ha, that must mean Moscow is weak and we in shitlandistan are strong".
