There are programs in my state that teach some base level skills, but companies are only looking for the experienced people. If they were willing take take on motivated people who just need a chance they might be able to fill those roles.
A buddy of mine just got his CDL Class B from one of these programs for free, but every job he's looked at over the past few months wants driver's with at least one year experience. I told him he may have to try and go back for a class A, because at least then those big trucking companies would take him on since you have to ride with an experienced driver for a time and you get trained. Problem for him is that he's already in a tight situation where shelling out $5000 for the A class is hard to swing.
The problem goes back to Jr. high school. By the 9th grade any teacher worth a crap knows which kids are college material and those that are NOT. At this point of development, they should be separated---some for higher education and the rest to a trade school. The kids can still be studying but make sure they have a skill when they leave school since only a small minority will attend college anyway. Those with a below C average should be offered a trade school for their own future. IMHO

What I have observed, a kid with a parent that loves them should not be under govt influence at all.
Kids are better off learning what the parent(s) can share and then making their own way with a mentor, internships/trade, or a business they create from scratch.
A person can do a lot without the financial, emotional, and intelligence debt created by all academia.

My high school is a polytechnic high school. You have one more hour every day during school but you learn a lot.
