OK but we are discussing payment to citizens of another Nation that have better healthcare and other benefits than our citizens.

Socialized healthcare and a publicly funded welfare state only makes people sick lazy and dependent. You're not entitled to any "benefits" you didn't earn. There's a reason so many Canadians travel south for treatment:
