The U.S. actions against Venezuelan oil exports—including the December 10, 2025, seizure of the tanker Skipper (carrying ~1.8 million barrels of Merey crude) and the December 16 blockade of sanctioned tankers—are justified as necessary enforcement measures to recover billions in unpaid compensation owed to American companies for the unlawful 2007 expropriations of their investments in Venezuela's Orinoco Belt heavy oil projects.
