He doesn't need to be president to be influential. Probably only 20% of what he does on a daily basis helps the long-term plan to push ahead. There's a ton of bureaucratic "keeps the lights on" stuff he can leave to someone else while he focuses on the bigger fish.

Edit - isn't this exactly what devolution said about Trump's role while Biden filled a seat?
