So, they set about striping the words with a black highlighters. At least it looks redacted.
They could have flattened the pdf - all one has to do is set the file up to print, and then saving the pdf that is to be sent to a printer. It is essentially an image that way, and no longer un-redactable.
However, either it was incompetence, haha, or the non-redactions were intentional, while appearing all 'redacted' to those who wanted to have it redacted safely.

Some of the redactions make no sense: As if someone was sprinkling the black boxes.
Considering there are no bombshells in the redactions, I would say this was on purpose. Just another carrot for the left to chase.
