Not unheard of in Cali. About 15 years ago I was working on a job In Eldorado Hills CA when a tornado passed about 1/2 mile south of us.
These are not the monster storm of the Midwest, Just the convergence of the hot air from the valley floor and the cold air of the mountains and generally on the west slope of the Sierra Nevada Mountains. They usually do minor damage. They tend to fizzle out as the go up the mountain.
I am pretty sure there were a couple tornados up near Marysville CA near the same time.
heh, friend in central PA had that same warning spring up last week, said that it is very very rare but, had heard that it has happened in the distant past to get one there and nothing came of it.

Government is alarmist. Especially since they now have free alarms on everyone's phone.
That said, a tornado has happened there from time to time, even in Los Angeles.
But California is a big state, and the screenshot is not specific. Doesn't even say California.

I was in LA several decades ago when they had a small one. It tore up a few things, including a corner post office box.
