Technically yes, because it is true God knows all things so of course he knows our thoughts and prayers, but (knowing) our prayers and (hearing) our prayers are not one and the same thing. Our prayers are only (heard = answered) when they are prayed according to the word of God, which is the will of God,and the word of God is the will of God). In (Daniel 10:12) The angel said to Daniel, "0n the day that you set your heart to know, your prayer was (HEARD) and I am (come) for your words. When God says He (hears) it means its answered. This is confirmed in 1st John 5:14 where it is written " Now this is the confidence we have in Him, that if we ask anything according (to his word) HE (HEARS) us and if we know he (HEARS) us, whatever we ask, we know that (we have)it. So it is clear if God (hears) our prayer it is granted. (2 Corinthians 1:20) Affirms this principle, here we are taught "FOR ALL THE PROMISES OF GOD IN HIM ARE (YES) AND IN HIM AMEN TO THE GLORY OF GOD THROUGH US" this teaches us that when we believe and pray(God's word) for any of the provisions and promises found in the scriptures, our prayer is always(Heard) and (granted) because "God watches over his word to perform it" (Jeremiah 11:12). Once we understand this, we understand the opposite of this principal, has to also be true,if we ask anything that's (not) according to God's will(the promises and provisions of God's word) it is not heard. Not (answered-granted) even though as you said every prayer is known by God. It's similar to the supreme Court(only with no bias) Someone brings a case before The supreme Court, the supreme Court is aware of their petition but will not hear the case because it does not have standing. Our standing is in Christ and in the promises that God gives us through him, thereby assuring us when we ask in His name according to the promises and provisions provided in Him our prayer is heard and the request is granted, when it is not, it is not heard. This would explain why a lot of prayers (even) among God's own children, are not answered, they are not prayed according to God's word, and since God's word is what brings faith(Romans 10:17) there can be no faith in that prayer, and the Bible teaches without faith it's impossible to please God.
