Real aluminum foil hats actually intensify the microwave energy because the aluminum foil forms a resonant cavity. Some MIT students published a study on this. What you want is a material that absorbs the microwave energy. I suspect that this is what this hat does.

There is something to non-native radiation being damaging (to some degree), but you're better of just distancing yourself from devices, turning them off, adding shielding to structures than wear this silly thing.
