I'm thinking the CIA is split into two camps, the one of national support and the deep state variant that hates America. President Trump probably has to keep both parts so he can contain the one and have a fully functioning department. He cannot just fire half of out spies who are deep inside of foreign countries. But once he gets control of our economy and slam the lid shut on the deep state, then he can begin to recall our spies and replace them slowly with patriots.
