Verizon (and AT&T) still has not disclosed WHY their service (only) went out in select major cities… BUT if you read the first GAW post I ever made almost 2 years ago, and/or the one I made yesterday, this short clip should start to bring things into focus. (It's the WH)

Given these fact patterns, no it's not possible.
They've been testing whatever it is they're doing on several networks, not just Verizon.
