She committed an obstruction of justice so arrest her. Have the cops come arrest this "woman" and ICE should get on with the job and arrest twice more than intended. and then tell everyone she called ICE on them.
I would keep ICE on the roads looking for the illegals, have a separate clean up crew for follow up arrests, wait until she is at work or at home, then do it.
Traffic violation, obstruction of justice, fleeing the scene of a crime, dangerous use of a vehicle, putting officers lives in danger. I would like to at the very least frighten her.
Also bill her for any damages done to the vehicles.

On the other hand. If they are any way de programmable, just doing this for attention, having them sit in the back seat as a ride along, witnessing the degenerate scum ICE are arresting might be beneficial.
If they show any genuine remorse, I would de-escalate and leave the charges “pending”.
