Congress is not a participant?

It's the Congress who "calls a convention". Congressional Research Service in a document from 2014 has a whole chapter titled 'Congress - a key player in the event of an Article V Convention'.

No, congress is NOT involved. States made the fed govt. Congress is not our boss, WE are theirs. The states are deciding to reclaim their power.
