Step One: Create an egregious inheritance tax to bankrupt small farmers so they have to sell tractors and other farming equipment and are no longer able to farm, so they have to sell the farm as well.
Step Two: Have large conglomerates (e.g. Archer, Daniels, Midland) buy up all the farmland and create megafarms
Step Three: The megafarms now control which foods are produced (screw supply and demand, you'll eat what we tell you to) and how they are harvested (artificially ripened, so there is a huge loss of nutritional value).
Step Four: Have national chains deal with other national chains control what is available and how much (JIT logistics).
I can not stress this strongly enough: Centralization is evil. God knew this when he mandated the Year of Jubilee, and we surely need something like that now.
