The DS was doing just this in North Korea until Trump visited there, remember when an underground factory in NK which was said to be a nuke production center was destroyed? This was during 45's watch, he said afterwards that the public will not be told of NK's operations underground as there were far too terrible.

Kim was not responsible for this, he was completely controlled and DJT took this burden off his shoulders.
