I did a little online research and they basically said that dealers cannot disable something that already exists because it violates the current tampering laws. So not unless they specifically create legislation to allow dealers to disable this it will probably only affects new vehicles.
To be honest i don't know for sure, but if you are handy with a programmable tuner im sure you could get it to work eventually. If you dont brick your car in the process.
