I promise you, there is a disclaimer every time they turn on their computers that warns them they are using/accessing a government information system and therefore are subject to routine monitoring. Heck, I get that disclaimer and I work for a private company. As a federal contractor, every government site I access has that disclaimer.

If they honestly do not understand this they have no business being given access to government information to begin with, regardless of who they are.
