it takes getting together and organizing, which is exactly what all of these groups fight tooth and nail to prevent from happening. this shit doesn't just happen organically you don't just get a fucking mob showing up out of nowhere because everybody's so fucking outraged. it actually requires planning organization and the ability to conduct operations while under constant surveillance and the threat of your leaders basically being picked out and tortured to death
