God created the family, who He designed with a father and mother to raise their children to know and honor God. Was not designed to include animals, but our loving Father gave us pets for our enjoyment. "It would be better for them to be thrown into the sea with a millstone tied around their neck than to cause one of these little ones to stumble" Luke 17:2. God does not say animals.
