That is one way to do it....but honestly he's making it way more complicated than it has to be. Way more chances to screw it up if you use that method. Do it the way I explained and its pretty much foolproof. When the point is to kill parasites and other super nasty stuff and not practice your chemistry you really want to just KISS (keep it simple stupid).
