I have watched the Babbitt video in slow motion, and she was not shot by the guy. He aims toward her, turns the gun away towards a hallway, fires, and then quickly points the gun at her again. She has her backpack hiked up behind her head, so when she drops, she doesn't bust her head. Then her confederate comes over to her. A supposed neck wound would be gushing, but there was zero blood until the confederate wiped his hand across her neck. There were tons of cameras, meaning this was planned. The "police" didn't act like real police. Videos also show people changing their attire during the commotion.

So I have no overall opinion on the supposed shooter, since I didn't see him shoot anyone in the video.
