They will be defeated. They might even "surrender", but they will NEVER stop terrorizing. Each and every one of them would rather die. You either jail them, remove them from the country, or kill each and every one of them. Because they will never stop. Either the Iranian people need to rise up and take care of the problem once and for all, or someone else will have to.
