So, he's saying that Carlson was back channeling information to the IRGC or someone in Iran that Trump said "Trump has no intention on bombing the Ayatollah" and he's safe. This was found out because the CIA was going through emails and phone records of potential IRGC targets they were watching and found out Carlson was doing this? I would think that kind of information would be very classified because it's giving up information on the CIA's operational capabilities. I would not take what he's saying as the truth (maybe it is?) but more like speculation and guessing. There's no proof this is what happened and I would like to see more or actually any proof this is what happened.
What Trump exactly told to imply that he would not strike the leadership is not known.
As far as the CIA operational capabilities - in this case the timing fits since the revolt is being taken out they would not be needing to maintain these capabilities much longer. That said, you can safely assume that all hostile leaders and entities are being monitored regardless of the exact capabilities.
