Hardly. Cuba is lining up to become a client state of America, and sending humanitarian aid to the population there (and not bombs and weapons) is a smart move. If we were to have more influence there than in the past, a peaceful and well-fed population would be better than a hostile one.

Helping Cuban people helps the regime. If people are feeling fine, they have no need to stand up against the regime.
This undermines the USA's foreign policies towards Cuba and the trade embargo and is literally hostile action.
