No. That is humanitarian aid. Solar panels in no way can be used to support any viable military...its so low power, high footprint exposed that its really only for civilian support.

Bullshit, with a couple square feet of solar panels and a car battery you can easily run a hotplate for cooking food and boiling water, food and water are a core part of any military and have been since the beginning of time.
