Russia and China share a long land border between Mongolia and North Korea. China does not border the Arctic at all Any ship navigating the Arctic would then have to come down and sail around the Korean peninsula to make port.
I'm not saying that they don't do this. But a pipeline would so much better serve both nations. Or at the least, the ships could sail from Vladivostok, a much closer Russian port to China.
