No I think your wrong I think NATO and UN were keeping the US from going in. We played their song and dance with those ridiculous inspections through the years
The song and dance was to ensure Iran became strong enough until the point where by the time it was finally allowed to be hit, it would be strong enough to start WW3.
Don't believe me? Look into Hitler in WW2. The so called "appeasement" was a carefully crafted strategy of allowing Hitler to be string enough to start a war with the Soviets (because Stalin had started going off the track). Who convinved Czechs to roll over and hand themselves to Hitler? The very same people who have been running NATO and UN.
