This is how the world has always worked. Until recently, no one put a gun to the world leaders and said "You have to do this". Instead they manipulate the leaders, put in place those who will perform their immediate objectives, and dispose them when that operation is complete and next operation starts.
This has always been the modus operandi of British Banksters. Examples:
WW2 Britain:
Neville Chamberlain was allowed to "appease" Hitler aka make sure Hitler was strong enough to start WW2
Replaced by Winston Churchill to start the actual WW2.
WW2 US:
FDR was allowed to be in place to do his New Deal and print tons of money (rightfully motivated in defeating the very British by this)
Disposed and Truman brought in - possibly the only candidate who would have allowed bombing Japan.
Iran:
British helped end Qajar dynasty, installed Reza Shah to suck all the oil.
When Reza started waking up, they installed the son.
When they switched to Petrodollar system, and needed cheap sanctioned oil for their nefarious purposes (and when Shah started modernising Iran), they disposed him and brought in Khomeini
US Domestically:
Put in Clinton to build up islamic terrorists
Put in Bush Jr to bring in Patriot Act because of said terrorists
Put in Obama to make terrorists great again.
Understanding this structure, and the fact that everyone is doing things without realising how they are being manipulated, and the ability to dispose of leadership as suitable, is very key to understanding how the Q plan works.
Q simply took control of the top level of this existing structure, and turned the books around. They simply changed the top-level stategic objectives - Awakening instead of Enslavement, but for the most part allowed the pre-existing Puppet structure to do their bidding.
