So, basically these "activist" need authorization to be there. They obviously used their time there to party and use up resources like a bunch of cockroaches.
Edit: I wouldn't be surprised if they found drugs, all of these people are on something.

I don't know that their is a charge. But it is still illegal for americans to go to Cuba. I belive they are just being checked for that reason.
Hopefully they have drugs on them and some will be arrested.
