How is Lutnick in charge of this? and This doesn't prevent 'harvesting' by requesting absentee ballots for the hundreds of thousands of institutionalized citizens who might have had no intention of voting (Nursing Homes and not able to decide for themselves, Prisons (eligibility varies by state), other institutions, etc.)
