Exactly. That's "willful ignorance " imo. I've read several papers written by those who were backing the 14th amendment, and they were extremely clear. One passage I read seemed to address this issue directly, stating is was for those under the jurisdiction of the USA. Any foreign national is under the jurisdiction of their native country. Doesn't change until they've renounced that citizenship and legally become a USA citizen. Legally being the operative word.
