Its far more wide-reaching and holistic than 'i can arrest you, imprison you, assert power over you, ect' which can apply to anyone even if theyre not in the country. If you cant exercise constitutional rights like 1st amendment, 2nd amendment, voting, then you are not subject to US jurisdiction
