Think about it this way. Other than crimes against children what did Jeff and Maxwell want the most?

They were obsessed with Atlantis; and were looking for it. Ruins on the south west of Cuba, other island spots, diving, submarines... Their entire operation was 2 fronts down there. Atlantis and hooking politicians, CEO's same thing.
