They are making an example out of them. The issue is that they can still mount small, sporadic attacks, and oil tankers in a narrow straight are sitting ducks. The most straightforward way is to negotiate a deal. Otherwise they’ll be spending the next year (or more) playing whack-a-mole with small threats as they pop up.
