Looks like another Sun Tzu strategm. This one is... No.18: Defeat the enemy by capturing their chief (擒贼擒王)
If the enemy's army is strong but is allied to the commander only by money, superstition or threats, then take aim at the leader. If the commander falls the rest of the army will disperse or come over to your side. If, however, they are allied to the leader through loyalty then beware, the army can continue to fight on after his death out of vengeance.
In this instance, since these factions were very likely not loyal to the then fearsome but now extra crispy Supreme Leader Khamenei, they're turning against each other, struggling for a power hierarchy... kinda like the Democrats. During this time we'll just wait. Of course the military has to KNOW that the factions are indeed not loyal to the leader for the strategy to work.
