Why because he knows Putin is playing w him. Putin hasn’t used any of his more lethal capabilities. Gloves come off? Will Ukraine survive without a weakened NATO? No USA =fear of Putin and others see a potential weakened Europe. Muslims gather in the streets, Starmer goes to Qatar?
