It depicts people verbally abusing each other and then threats of arrest and intimidation, and many people slapping each other. So, there is a 'Must be over 18 years of age due to violence' warning. But, truly it's pretty bad and cheesy.

He is no one I've ever seen before, but that is OK.
This whole film is a low budget 'Indie' / 'Short', part of a mini series which this actor seems to be in a lot of. These kind of films are generally made by acting students in film school for aspiring actors to show their acting chops. The problem is that the script for this is really bad and improbable, and the storyline is an old trope and completely predictable. The actors for the most part are overacting badly.
I would be embarrassed to list this as a film I was in. That is, unless I somehow displayed intense, unusual acting ability.
An example of brilliant acting in a purposeful cheesy video is one produced by SNL for Emma Stone to portray as an aspiring actress who is willing to do any acting job for her resume. Watch this to see spectacular writing and acting in a simple, hilarious 4-minute film:

Personally, I haven't definitively ruled out any possibility. To me, it's "Schrodinger's Jim Carrey". It just struck me to see and so soon after the awards fiasco - like this guy could plausibly be the actor to plug into the actor scenario...
