I’m trying to understand the standard being applied here.

If similar election strategies or legal approaches are encouraged when Republicans use them (like what Trump was urging in Texas) what specifically makes it “fair” in that context but “cheating” when Democrats pursue the same?

Is the distinction based on the method itself, or just who is using it?
