They will ordain anyone. Back in the early 80's I wrote the Universal Life Church a letter saying I wanted to be a minister in their church. They wrote me back saying I was now an ordained minister in their church, complete with church credentials. They also mentioned following the IRS rules for religious organizations.
Reality is that one can simply declare to be a "church" and by following the IRS rules make it so.
