when my Italian grandparents migrated legally in early 1900's, they were required to have local "sponsor" who vouched for their reputation, then a month in Ellis Island for health screening (after a month or so on ship in steerage with animals), then were allowed to assimilate with their sponsor...Mom said nobody dared to bring shame upon the family or their sponsor, so everybody did their best, worked hard and became proud Americans, grateful for the gift of citizenship...
