Montana native here. This is a water rights issue that is particular to the tribal use of water from the Flathead and headwaters of the Columbia River Basin starting in Montana and Northern Idaho. I find it interesting the article never identifies what the CKST is. It is the Consolidated Kootenai/Salish Tribes. The rules are part of Treaty agreements for the tribes use of water from that particular watershed, it does not carry over into the rest of the state or other regions at all. The author is not from here and is on a rant about what I really can't tell from the article.
