Think about how all wars are won. Territorial maps are redrawn. It's become clear that New York, Virginia, New Jersey, et al, are all going to be subject to economic flight. Is the idea here that in order to maintain continuity and minimize casualties that the enemy is given the visage of territory that they will run into the ground, to which the operation will swoop in and clean up their mess? Or is the expectation that common sense with eventually overwhelm the blue firewalls and force change before it's too late?
