Yes its part of DOJ, directly under it; but the DNI has direct oversight but not operational authority over them. Meaning, specifically, that the FBI does what DOJ directed them to do, and DNI can't give them orders. But the DNI can be with the FBI, watching what they do and making sure the operation goes right; and noting their findings.
